Open Question: Theres a problem with my 1973 beetle.?

I’m a new volkwagen beetle owner and i just bought it yesterday.
It runs fine and everything but we were lookin at the engine today,
And theres this big black object on top of the carburator and it has oil inside of it. W What is it? and what does it do?
